How to Convert PDF to Word for Editing Government Forms

Government forms in PDF are not directly editable. Here is how to convert them to Word so you can fill them in on your computer.

Downloading a government application or tax form as a PDF only to find it cannot be typed into is one of the most frustrating experiences in digital administration. The solution is simple: convert the PDF to Word, fill it in, then save it back as a PDF.

Government Forms That Are Often PDF-Only

  • FPSC and NTS application forms for government jobs
  • HEC scholarship application documents
  • Pakistan passport and CNIC renewal forms
  • University admission application forms
  • Tax return forms (FBR Pakistan, Income Tax India)
  • Bank account opening forms
  • VISA application forms

How to Convert a PDF Form to Word

  1. Download the form PDF to your device.
  2. Open the PDF to Word tool on smartconvertx.
  3. Upload the PDF.
  4. Click Convert File and download the Word (.docx) file.
  5. Open the .docx in Microsoft Word or Google Docs.
  6. Type in your information in the appropriate fields.
  7. Save or export back as PDF for submission.

Important Note on Scanned Forms

If the PDF form is a scanned image (the text appears as a picture — you cannot select or copy it), standard PDF to Word conversion will not extract editable text. You will need OCR software for this. Our OCR tool is coming soon.

Tips for Clean Results

  • After conversion, check the formatting and adjust spacing if needed.
  • Tables may need column width adjustments in Word.
  • For forms with many specific layout boxes, it may be easier to type over a PDF view in Adobe Reader's comment tools.
